Role Description
You will be the primary production resource for all pre-construction intelligence: feasibility analysis, plan review, constructability review, code research, cost planning, scheduling, and quality control documentation. You will attend and document pre-construction, construction, and project coordination meetings and over time, you will transition into moderating those meetings directly with owners, architects, contractors, and public agency stakeholders.
This role has a defined leadership trajectory. As Deccan's pipeline grows, you will build and lead a team of back-office support staff in India. We are looking for someone who thinks like a future team leader, not someone looking for a job. A working understanding of grant-funded affordable housing development including HUD, LIHTC, HOME, CDBG, and comparable programs is a meaningful advantage. Accuracy, clarity, and professional-grade deliverables are non-negotiable
Qualifications
Bachelor's degree in Civil Engineering, Architecture, Construction Management, or related field
5+ years of experience in construction management, project management, or pre-construction roles on U.S. projects
Demonstrated experience with U.S. building codes (IBC, ADA, NFPA, local amendments) and U.S. construction delivery methods (GC/sub, CM-at-risk, Design-Build)
Hands-on experience producing constructability review reports, VE analyses, cost estimates, development budgets, and document control logs not just coordinating others who do
Hands-on proficiency in: Bluebeam Revu, Autodesk Revit, AutoCAD, Procore, Plan Swift, Primavera P6, Microsoft Project, and BIM coordination platforms (BIM 360 / Navisworks)
Demonstrated ability to work with RSMeans cost data including location factor adjustments and documentation of cost basis for owner and funder review
Excellent professional written and spoken English you will be on video calls with U.S. owners, contractors, architects, and public agency staff, and your written deliverables will go directly to clients and funders
Demonstrated ability to write clear, organized meeting minutes and action logs and follow through on open items without being reminded
Strong interpersonal presence and communication skills comfortable driving accountability across a multi-discipline, multi-stakeholder project team
Ability to work with EST business hours overlap (minimum 45 hours/day) mostly India hours but should be available for zoom meetings as required.
Strongly Preferred
Experience supporting U.S.-based developers or PMCs in a remote capacity, with direct participation in U.S. project meetings
Prior experience managing or mentoring junior staff, even informally
Familiarity with affordable housing development financing: LIHTC, HOME, CDBG, FHLB AHP, HUD 202/811, state housing finance agency programs
Understanding of Davis-Bacon Act prevailing wage requirements and federally-funded construction compliance
Experience with permanent supportive housing (PSH), affordable/workforce residential, mixed-use, medical outpatient, or adaptive reuse ground-up and renovation construction
Familiarity with grant project brief preparation and program documentation for FHLB, HUD, and similar funding sources
Exposure to LEED, Enterprise Green Communities, or other green certification processes
PMP, LEED AP, Primavera P6 Certification, or Autodesk Certified Professional designation
