Ahmedabad Municipal Corporation (AMC)

The deployed professional shall work under the overall supervision of the Municipal Commissioner / SBM Nodal Officer / Designated Officer of AMC and shall closely coordinate with concerned departments and stakeholders.

The Technical Expert / Program Manager shall provide end-to-end technical, strategic, and implementation support to AMC under SBM-U 2.0. The professional shall act as a knowledge and implementation partner for planning, assessment, documentation, monitoring, MIS management, IEC/BCC implementation, and MentorMentee City support, ensuring compliance with MoHUA guidelines and Swachh Survekshan requirements.

• Conduct detailed analysis of Swachh Survekshan (SS-2023 and subsequent editions) scorecards of AMC and identify gaps, shortcomings, and areas for improvement.
• Carry out As-Is Assessments and prepare Gap Analysis reports with clear, measurable recommendations aligned to SBM-U 2.0 guidelines.
• Support preparation and updation of City Profile as per MoHUA prescribed formats.
• Assist AMC in preparation of strategic and thematic action plans to improve Swachh Survekshan rankings and certification outcomes.

• Provide technical assistance in preparation, verification, and submission of documentation for:
• Swachh Survekshan
• GFC Star Rating Certification
• ODF+/ODF++/Water+ Certification
• SafaiMitra Suraksha Challenge
• Prepare and compile indicator-wise documentation in coordination with concerned AMC departments.
• Brief AMC officials and stakeholders on mandatory document checklists, evidence requirements, formats, and structuring.
• Ensure timely availability of complete, accurate, and compliant documentation as per MoHUA advisories.

• Provide expert guidance for preparation, review, and improvement of:
• City Solid Waste Management Action Plan
• City Sanitation Action Plan
• IEC & Behaviour Change Communication (BCC) Action Plan
• Capacity Building Action Plan
• Dumpsite Remediation and Legacy Waste Management Plan
• Waste Processing and Treatment Plan
• Construction & Demolition (C&D) Waste Management Plan
• Assist AMC and Mentee Cities in DPR preparation, tender documentation, bid process management, technical evaluation, and vendor onboarding, wherever required.

• Maintain, update, and monitor SBM MIS Portal on a regular basis.
• Provide technical consultancy and handholding support to AMC officials for monthly MIS data entry, validation, and management.
• Address and resolve data-related queries raised by State, Central Government, or other competent authorities.
• Submit monthly MIS progress and compliance reports to AMC.

• Support AMC in planning and implementation of IEC and BCC activities as per SBM-U 2.0 guidelines.
• Assist in creation of awareness among citizens regarding:
• 100% source segregation
• Home composting
• Plastic waste management and plastic ban
• Elimination of Garbage Vulnerable Points (GVPs)
• Complaint redressal systems and helplines
• Septic tank maintenance and mechanized desludging services
• Assist in development of ULB-level IEC Action Plans for different stakeholder groups.
• Support execution of SBM thematic drives, meetings, workshops, and campaigns.

• Provide guidance for development and implementation of Social Media Strategy for SBM-U 2.0.
• Coordinate with IEC and MIS teams for content planning and dissemination through digital and print media.
• Support AMC in managing and updating the Swachh Manch Portal, including timely posting of ward-wise activities.

• Provide technical and handholding support to designated Mentee City(ies) under the Mentor City framework.
• Assist in replication and improvement across thematic areas including:
• Visible cleanliness and GVP elimination
• Waste segregation, collection, and transportation
• Scientific waste processing and legacy waste remediation
• Access to sanitation facilities
• Used water and faecal sludge management
• Mechanization of desludging services and welfare of sanitation workers
• Behaviour change communication and advocacy for Swachhata
• Citizen feedback and grievance redressal mechanisms
• Support capacity building through preparation of SOPs, toolkits, training modules, and knowledge-sharing sessions.

• Provide on-field support and guidance during inspections, assessments, and implementation activities.
• Participate in review meetings, monitoring visits, and field assessments as directed by AMC.
• Coordinate with NGOs, RWAs, youth groups, social organizations, and other stakeholders for effective implementation of SBM activities.

• Postgraduate degree in Environmental Engineering, Urban Planning, Public Health Engineering, Infrastructure Planning, Public Policy, or Management.
• Minimum 810 years of relevant experience in SBM-U, urban sanitation, solid waste management, municipal advisory, or similar government programmes.
• Prior experience of working with ULBs / State / Central Government agencies shall be preferred.

• Strong understanding of MoHUA guidelines, SBM-U 2.0 framework, Swachh Survekshan indicators, and sanitation certifications.
• Proven experience in documentation, data analysis, MIS management, and presentation preparation.
• Sound knowledge of project planning, monitoring, and implementation support.
• Ability to work independently as well as in coordination with multiple departments and stakeholders.
