About Position:


The Account CTO(Healthcare) will serve as the technology and solutioning leader for Persistents account delivery and innovation organization. This leader will drive endtoend solution architecture, AI-first modernization, security-by-design, and platform enablement across portfolios. The CTO will partner with Delivery Heads, Service Line leaders (Data/AI/cloud/integration/Salesforce), and client technology leadership to shape differentiated proposals, accelerate fixed price/outcome models, and improve delivery excellence

What You'll Do:


  • 15-20 years in technology leadership with deep expertise in solution architecture, cloud transformation, data platforms, and enterprise integration.
  • Proven experience leading large-scale programs in a regulated domain (healthcare preferred).
  • Track record of shaping and delivering fixed price/outcome-based engagements and platform modernization.
  • Strong executive communication and stakeholder influence capabilities.
  • Cloud architecture (Azure preferred in this account context), DevSecOps, CI/CD modernization, IaC (Terraform), data engineering and analytics platforms, integration patterns, security architecture, observability/SRE concepts.
  • Strong knowledge of enterprise modernization patterns (replatform/refactor/re-architect).
  • Practical AI/GenAI delivery enablement and adoption frameworks
  • Healthcare domain background is preferred.


Expertise You'll Bring:

  • Account Technology Leadership: Own the account technology roadmap and architecture guardrails across multiple Account business units and service lines.
  • Solutioning & Deal Shaping: Lead solutioning for strategic pursuits (FP/outcome-based, modernization, AI-led transformation) and create reusable solution assets and POVs
  • AI Enablement & Productivity: Embed AI tools and agentic patterns into delivery, ensuring proposals and execution plans include measurable productivity improvements
  • Security & Risk Posture: Ensure security is built into architecture and delivery practices; drive platform hardening, tech-debt reduction, and compliance readiness.
  • Reference Architectures & Accelerators: Build/curate blueprints for cloud migration, CI/CD modernization, data platform modernization, and integration modernization
  • Delivery Enablement: Provide architectural oversight to Delivery Heads (Optum Insight/Health/Rx/UHC) and ensure crossportfolio consistency in engineering standards, observability, resiliency, and cost optimization
  • Stakeholder Management: Act as the executive technical interface with technology leaders and influence adoption of Persistent approaches
  • Governance & Quality: Establish architecture governance, design reviews, compliance checks, and release readiness standards with Integrated PMO
  • Success Measures / KPIs
  • Increased conversion of strategic pursuits via stronger solutioning quality and reusable assets (win rate / proposal cycle time)
  • Measurable improvement in delivery productivity through AI enablement
  • Increased adoption of FP/outcome-based models and improved delivery predictability
  • Reduction in production risk through platform hardening and security-by-design practices
