Position Overview:


The Team Lead will head the Programme Implementation Unit (PIU) and Monitoring, Evaluation & Data Analytics Unit (MEDAU) under the State Institute of Transformation (SIT) for the Union Territory of Dadra & Nagar Haveli and Daman & Diu. The position is responsible for providing strategic, technical, and managerial leadership to support evidence-based planning, programme implementation, monitoring, and institutional reforms aligned with national priorities, Vision 2047, and Sustainable Development Goals (SDGs). The Team Lead will serve as the primary coordination point between the UT Administration, line departments, and external stakeholders.


Key Responsibilities:

  • Provide overall leadership to the Programme Implementation Unit (PIU) and Monitoring, Evaluation & Data Analytics Unit (MEDAU).
  • Support strategic planning, programme implementation, and policy formulation aligned with Vision 2047 and SDGs.
  • Design and oversee results-based monitoring frameworks, KPIs, dashboards, and performance reporting systems.
  • Lead impact evaluations, outcome assessments, and analytical studies for government programmes.
  • Provide advisory support to UT departments on institutional reforms, programme design, and governance improvements.
  • Coordinate with line departments, national institutions (including NITI Aayog), and external stakeholders.
  • Supervise preparation of reports, policy notes, presentations, and decision-support documents.
  • Manage multidisciplinary teams, ensure timely deliverables, and build institutional capacity.
  • Facilitate stakeholder consultations, workshops, and inter-departmental coordination meetings.


Qualifications & Experience:

  • Master in Economics / MBA (Finance / HR) / PG Diploma in Management (Finance / HR) / Master in Industry / Master in Urban Planning
  • Candidates with an advanced diploma or degree in M&E, Project Appraisal & Risk Management, additional qualifications, and published papers in the relevant field would be preferred.
  • Minimum 10 years of relevant experience (excluding internships/training)
  • Preference for candidates having experience of working with state government
  • Strong background in project management, appraisal, policy advocacy, and governance
  • Proven leadership and stakeholder engagement skills


Skills Required:

  • Strong leadership and team management capabilities.
  • Proven experience in public policy, governance, development planning, or monitoring & evaluation.
  • Sound understanding of government systems, development programmes, and policy processes.
  • Excellent analytical, drafting, and presentation skills.
  • Ability to design and use data-driven monitoring and evaluation tools.
  • Experience in managing multidisciplinary teams and complex assignments.
  • Strong coordination and stakeholder engagement skills.
  • Proficiency in preparing high-quality technical and policy documents.
  • Ability to work closely with senior government officials and multiple departments.
  • Fluency in English & Hindi is essential and Gujarati is desirable
