Global Trade:
Serves as an import/export liaison for local, country and/or international customers/subsidiaries, distribution, procurement, planning, manufacturing, intercompany finance, regulatory and import/export compliance functions.
Manages the relationship with customs brokers to ensure compliance for importation of goods, including monthly tracking and review of key performance indicators, identifying and implementing corrective action as needed and yearly negotiations on contracts and rates for import clearance.
Advocacy on global and domestic import/export regulation requirements to business and other internal stakeholders. Leading resolution of customs disputes or notices, SVB cases and valuation issues.
Represents Agilent before external government authorities, Customs in local, country and/or international trade matters, audits and investigations.
Communicate facts associated with local, country and/or international trade transactions to government agencies to protect Agilent’s positions on Classification, Valuation, Licensing etc.
Advise and support Agilent businesses, stakeholder functions on key projects and initiatives that increase the competitive landscape of Agilent products and strategies.
Proactively interprets trade regulations new and amendment, defines and redraw internal compliance policies and procedures.
Manages duty reduction programs for operating units.
Minimize customs duty exposures, Duty demands
Ensuring that Customs function follows “Uncompromising Integrity”
Provide education and training as necessary to business personnel, suppliers, and customers, to support compliance and duty-savings programs.
Provide regular reporting of country compliance metrics. Assist in setting up regular self-audit programs.
. Lead and support programs and projects to take advantage of duty relief programs.
Provide process development consulting (customer contracts, warranty agreements)
Provide specialized expertise in import/export requirements, STPI, product labeling requirements, Inco-terms application, export control requirements, ATA Carnet, temporary importation, certificate of origin, customs record keeping, and other domestic regulatory agencies.
Work with Field Trade team for congruence and establishment of SPOC for site and field as required.
Manage IVL applications.
Metrics:
- No Fines and Penalties
- Leverage on existing duty exemption / reduction programs including FTAs and management of COOs.
- Supplier/Contract Management, Duty and vendor spend
- Best Practice solutions for vendor and customs broker management, SLA tracking
- Customs Broker rationalization; perform transactional audit and integrity checks
- Best in Class Custom Clearance TAT.
- Documented results/evidence of right Process/KPI/Internal Controls
- All legal compliance in place and measured
- Alignment with Agilent policy and procedure
Qualifications
Internal Qualifications & Work Experience:
- Bachelors, post-Graduate degree, MBA preferred.
- 10+years of relevant postgraduate working experience in Customs/Trade compliance-related operations or consultancy preferred.
Skills required:
- Knowledge on Import, Export, DGFT, IVL, SCOMET, BIS, FSSAI, CDSCO, Chemicals and compliance related regulations, requirements
- Hands on experience of working with private bonded warehouses and distribution of imported goods in the country.
- Demonstrated understanding of customs / trade compliance & preferably been heavily involved in related operations activities.
- Demonstrated excellent analytical, problem-solving, writing, interpersonal and communication skills.
- Self-starter, creative, exhibits ownership, initiative and able to work as a team.
- Innovative, highly motivated, proactive with strong leadership, growth potential, be willing to stretch and results oriented.
- Ability to work in an autonomous environment.
- Knowledge and experience on Microsoft PC, SAP environment applications is essential.
- Excellent analytical, problem-solving, writing, interpersonal and communication skills.
