Job Description
Role Summary
A leading international organization is seeking an experienced Senior Manager Procurement & Cost Management to lead the delivery of outsourced procurement and commercial management services across large-scale real estate and infrastructure projects.
This role will oversee the end-to-end procurement lifecycle, including cost planning, tender management, and contract administration, while ensuring high-quality delivery, operational efficiency, and strong commercial governance.
The position also includes responsibility for team leadership, stakeholder management, and procurement data reporting to support strategic decision-making.
Key Responsibilities
Procurement & Tender Management
- Lead the full procurement lifecycle, including pre-qualification processes, RFP preparation, and tender management.
- Manage structured tender processes and support commercial negotiations with suppliers and contractors.
- Prepare tender evaluation and recommendation reports for senior stakeholders.
Cost Planning & Commercial Management
- Develop cost estimates, feasibility studies, and detailed cost plans for large real estate or infrastructure developments.
- Manage post-contract activities including progress claim reviews, variation management, and final account closure.
Stakeholder Management
- Act as the key operational contact for senior client stakeholders.
- Provide regular updates on procurement activities, project status, and commercial risks.
Data, Reporting & Governance
- Maintain procurement data integrity within ERP and e-sourcing systems.
- Prepare regular reports and performance dashboards tracking procurement KPIs.
- Ensure procurement processes comply with governance, risk, and compliance requirements.
Team Leadership
- Lead and coordinate a team of procurement specialists across multiple projects.
- Review procurement documentation, cost plans, and contracts to ensure quality and accuracy before submission to stakeholders.
Requirements
- Degree in Quantity Surveying, Civil Engineering, Construction Management, or similar field.
- 10+ years of experience in procurement, commercial management, or cost consultancy.
- Strong experience in real estate, infrastructure, or construction projects.
- Deep expertise in tender management, cost planning, and contract administration.
- Experience working in consulting, professional services, or outsourced procurement environments is highly desirable.
- Strong stakeholder management and leadership skills.
