Role Overview
We are hiring a Senior HR Manager HR Operations & Compliance to bring discipline, structure, cost control, and hiring accountability across the organization.
This is a senior HR operations and governance role, not a soft HR, engagement, or culture-focused position. The role exists to build and enforce policies, control expenses, prevent unauthorized spending, and ensure timely internal hiring to support company growth.
The role requires confidence to enforce standards, say no when required, and ensure business continuity through strong people governance and cost discipline.
Key Responsibilities
HR Policy, Governance & Enforcement
Draft, implement, and enforce company-wide HR policies, handbooks, and SOPs
Ensure 100% employee acknowledgment and adherence to policies
Review and tighten policies regularly to address misuse, loopholes, and operational risks
Expense Control & Compliance
Review and approve or decline non-payroll expenses including travel, reimbursements, subscriptions, vendor bills, and administrative costs
Decline unauthorized, non-essential, or policy-violating expenses without exception
Implement expense caps, approval matrices, and pre-approval mechanisms by role and department
Cost Control & Leakage Prevention
Track monthly expenses against approved budgets
Identify cost leakages, redundant spending, and overbilling
Recommend and implement cost-saving measures with quantified impact
Maintain department-wise expense and discipline scorecards
Internal Recruitment & Workforce Planning
Own internal recruitment execution to ensure business-critical roles are filled on time
Work closely with functional heads to define hiring priorities, role clarity, and timelines
Ensure hiring strictly follows approved headcount plans and budgets
Track recruitment timelines, offer rollouts, joining ratios, and attrition risks
Prevent over-hiring, duplicate roles, or unapproved recruitment
Ensure smooth onboarding, documentation, and policy compliance for all new hires
HR Operations & Payroll Governance
Oversee attendance, leave management, payroll inputs, and incentive eligibility validation
Ensure payroll and incentive payouts strictly follow approved policies and structures
Block payouts lacking approvals, documentation, or eligibility
Compliance, Reporting & Audits
Maintain compliance trackers and internal audit readiness
Prepare weekly and monthly reports covering:
Expense violations
Cost savings achieved
Hiring status versus plan
Compliance gaps
Act as an internal governance authority with direct reporting to senior leadership
Ideal Candidate Profile
812 years of experience in HR Operations, Compliance, Admin, or Governance roles
Proven experience in policy enforcement, cost control, and internal recruitment management
Strong documentation skills and process orientation
Comfortable challenging senior stakeholders and declining requests when required
High integrity, emotionally resilient, execution-focused, and not people-pleasing
