Role Summary

We are seeking a high-calibre Project Delivery Manager to lead our global project management

operations. This executive role is the custodian of project excellence, responsible for overseeing the full

lifecycle of engineering and consultancy projects across international borders.

The primary objective of this role is to ensure 100% on-time, on-budget, and high-quality delivery. You

will govern the performance of Project Directors and Managers, ensuring strict adherence to OEDECs

standards and maintaining critical Key Performance Indicators (KPIs) across the entire project portfolio.

Key Responsibilities

1. Global Delivery Strategy & Governance

Strategic Oversight: define and implement the global strategy for project delivery, ensuring

alignment with corporate goals and engineering standards.

Standardization: Establish and enforce a unified Project Management Framework (PMF) across all

global offices to ensure consistency in delivery.

Risk Management: Proactively identify systemic risks across the portfolio (technical, financial, or

geopolitical) and implement mitigation strategies.

2. Project Delivery & Quality Assurance

On-Time Delivery: Oversee the master schedule of all active projects, stepping in to troubleshoot

delays and ensure critical path adherence.

Quality Control: Champion a "zero-defect" culture; ensure all deliverables meet strict ISO and

industry-specific engineering standards before client handover.

Resource Allocation: Optimize the deployment of engineering and project management resources

globally to prevent bottlenecks and maximize billable utilization.

3. KPI Management & Performance Reporting

Portfolio Health: Own the dashboard for global project health. Monitor and report on:

Schedule Variance (SV) & Cost Variance (CV).

Client Satisfaction Scores (CSAT).

Project Profitability & Margin. Data-Driven Decisions: Utilize project management software (e.g., Primavera, MS Project, ERPs) to

analyze data trends and implement corrective actions for underperforming projects.

Reporting: Present monthly and quarterly executive reports to stakeholders regarding the status of

the global portfolio.

4. Leadership & Team Development

Direct Leadership: Manage and mentor a team of Project Managers.

Capacity Building: Identify skill gaps within the delivery teams and drive training programs on PMP,

PRINCE2, and FIDIC contracts.

Conflict Resolution: Serve as the final escalation point for complex client disputes or internal cross

functional conflicts.

Qualifications & Experience

Education:

Bachelors degree in civil, Mechanical, or Industrial Engineering (Masters degree or MBA

preferred).

Current PMP (Project Management Professional) or PgMP (Program Management Professional)

certification is mandatory.

Experience:

15+ years of experience in Engineering Consultancy or Construction Project Management.

Minimum 5-7 years in a senior leadership role (Sr. Manager or Head of Projects) managing a

global or multi-regional portfolio.

Proven track record of delivering large-scale engineering projects (CAPEX Project Value >

$100M+) on time and within budget.

Technical Skills:

Deep understanding of FIDIC contracts and construction law.

Proficiency in project management tools (Primavera P6, MS Project, Aconex, Procore).

technical details of engineering execution.

Analytical Rigor: Expert at interpreting complex data sets to drive KPIs and operational efficiency.

Global Mindset: Experience working with cross-cultural teams and understanding international

regulatory environments.

Success Metrics (First 12 Months)

1. Achieve a 95%+ on-time delivery rate across all active projects.

2. Standardize the KPI reporting framework within the first 90 days.
