Job Description
Role Overview:
The Program Specialist is responsible for managing the full lifecycle of contingent hiring for client teams. You will work closely with Hiring Managers and staffing suppliers to ensure timely delivery of qualified contract talent, while maintaining strong compliance, documentation, and process control. You serve as a talent advisor throughout the requisition process.
Key Responsibilities
Requisition & Hiring Manager Support
- Conduct detailed requirement intake discussions with Hiring Managers, prepare relevant probing questions, and document all role details in VMS systems (Beeline/Fieldglass).
- Manage the complete requisition flowshortlisting, supplier coordination, interview scheduling, and follow-ups.
- Provide clear guidance on expectations, timelines, and responsibilities during the hiring process.
Supplier Management
- Engage, coach, and oversee participating staffing agencies to ensure timely response and quality submissions.
- Review supplier performance, track scorecards, and support resolution of escalations or process issues.
- Maintain strong supplier relationships to ensure consistent talent delivery.
Process, Compliance & Reporting
- Monitor SLA performance, requisition aging, vendor compliance, and onboarding documentation.
- Ensure all pre-onboarding paperwork, compliance checks, and system updates are completed on time.
- Manage assignment changes (extensions, cost center updates, etc.) and ensure clean offboarding including asset collection and accurate closure in VMS.
- Oversee time & expense submissions and approvals with Hiring Managers.
- Maintain monthly reports, dashboards, and activity trackers for stakeholders.
- Log all client and vendor interactions in the appropriate CRM/VMS tools.
Stakeholder Management
- Act as the primary point of contact for Hiring Managers, suppliers, and contractors, providing timely updates and support.
- Communicate effectively through email, phone, and face-to-face interactions to ensure smooth operational flow.
Experience & Skills Required
- Bachelors degree preferred.
- 35 years of experience in recruitment, staffing coordination, or high-volume hiring operations.
- Strong communication skillsclient-facing and vendor-facing.
- Ability to thrive in a fast-moving, dynamic work environment.
- Excellent organizational, documentation, and follow-up skills.
- Proficiency in MS Office tools (Excel, Word, PowerPoint).
- Experience with VMS platforms (Beeline or Fieldglass) is highly advantageous.
- Detail-oriented, analytical, and results-driven mindset.
