Job Title: Procurement Specialist

Qualification:

Masters degree in Commerce, Business, Information Technology, Computer Science, or related field from a recognized institution.

Experience:

Minimum 10- 15 years of experience in the public sector, preferably in the social sector.
Prior experience with bilateral/multilateral or externally aided projects preferred.
Strong understanding of government and international procurement procedures and applicable legal frameworks.

Key Responsibilities:

Lead and manage all procurement processes under WEP in coordination with DWCDSW, PMU, and other stakeholders.
Prepare TORs, REOIs, RFPs, and RFQs with technical inputs and ensure compliance with World Bank and State Government guidelines.
Handle bidder communications, pre-bid meetings, queries, and documentation.
Maintain accurate records of all procurement activities and support audits as required.
Provide contract management support for consultants and partner agencies.
Coordinate with the World Bank, Finance Department, and DWCDSW for smooth procurement operations.
Build capacity of PMU and DWCDSW staff in procurement systems and processes.
Support the development of a Standard Operating Procedure (SOP) for procurement under WEP.
