We are seeking a Procurement Consultant with specialized experience in Request for Proposal (RFP) development and management. The consultant will play a critical role in designing and executing fair, transparent, and competitive procurement processes—ensuring that RFPs are strategically aligned with project goals.

Key Responsibilities:

• Collaborate with internal stakeholders to define procurement needs, technical specifications, and evaluation criteria.
• Lead the end-to-end development of RFPs—including drafting scope of work, selection methodology, instructions to bidders, and contractual terms.
• Ensure RFPs are compliant with relevant policies and procurement guidelines.
• Design templates and tools to streamline the RFP drafting and review process.
• Provide guidance on risk management and ensure due diligence in supplier selection.
• Build internal capacity by training teams on best practices for RFP design and evaluation.
• Contribute to procurement planning, reporting, and audit readiness as needed.

Qualifications:

• Bachelor’s or Master’s degree in Public Administration, Business Administration, Finance, Law, Engineering, or a related field is required.
• Specialized training or certification or experience in public procurement is preferred.
• Strong familiarity with State Government procurement systems, frameworks, and compliance requirements is essential.
• Good understanding of relevant General Financial Rules (GFR), Manual for Procurement of Goods/Works/Consultancy, and state-specific procurement guidelines is a strong asset.
• Excellent writing and analytical skills with attention to detail and clarity.
• Strong understanding of fair and transparent procurement principles.
