The Oracle Data Quality Assessment Consultant will be responsible for data quality assessment and validation platforms used in enterprise and government environments to evaluate the reliability and preparedness of data before it is migrated, integrated, or used for analytics in conjunction with Oracle RDBMS and PL/SQL.
This role involves working closely with cross-functional teams and includes data profiling, data quality assessment, data governance, and data architecture activities using enterprise data assessment tools. The Architect should be able to perform automated data profiling, data rule validation, reporting, and issue detection across multiple datasets.
Minimum of 7 years of post-qualification experience in software development or maintenance.
Strong expertise in Oracle PL/SQL and RDBMS concepts including database design, normalization, and performance tuning.
Proven experience in data quality assessment and data profiling.
Practical, demonstrable experience using data assessment solutions for:
- Profiling
- Rule validation
- Quality scoring
- Migration readiness
- Reporting
Knowledge of data architecture, database design, and enterprise data governance.
Good understanding of project life cycle methodologies (Waterfall, Agile, etc.).
Awareness of quality assurance procedures under ISO standards (e.g., ISO 9001).
Write efficient and maintainable PL/SQL code for triggers, stored procedures, functions, and packages.
Design and implement database objects such as tables, views, indexes, sequences, and constraints within Oracle RDBMS.
Translate business requirements into technical specifications and functional application modules.
2. Database Design and OptimizationCollaborate with DBAs and architects to design and optimize database schemas.
Implement best practices for data integrity, security, indexing, and query optimization.
Monitor and resolve database performance issues affecting Forms and Reports.
3. Data Quality Assessment (DQA) & Data Assessment FunctionsData ProfilingExecute profiling to analyse patterns, null distributions, outliers, and invalid values.
Identify duplicates, structural inconsistencies, and formatting errors across databases.
Data Quality AssessmentAssess datasets against quality dimensions:
Accuracy, Completeness, Consistency, Timeliness, Validity, Uniqueness.
Generate Quality Scores and interpret results for stakeholders.
Rule-Based Business ValidationConfigure and manage validation rules to test data against business logic (NIC format, date validations, mandatory fields, referential integrity, etc.).
Review records failing validation and document root causes.
Migration Readiness EvaluationDetermine which records are suitable for migration to new systems.
Highlight incompatible values, missing relationships, and cleansing needs.
Reporting & InsightsProduce automated reports such as profile summaries, exception reports, dashboards, and issue heatmaps.
Communicate findings to business teams, BAs, QA analysts, and project managers.
Data Cleansing SupportRecommend corrective actions based on assessment results.
Track data remediation progress and update quality indicators.
Governance & Audit SupportContribute to enterprise data governance by documenting rules, mappings, metadata, and lineage.
Support audit exercises with generated evidence and traceability logs.
4. Project Lifecycle ParticipationWork in all SDLC stages: requirements, design, development, testing, UAT, deployment, and maintenance.
Conduct code reviews, walkthroughs, and peer assessments.
Prepare and maintain technical, functional, and data documentation, including DQA reports.
5. Quality Assurance and ComplianceEnsure adherence to ISO quality standards during software development and maintenance.
Follow established coding standards, version control practices, and change management procedures.
Participate in internal audits and contribute to continuous improvement initiatives.
6. Collaboration and CommunicationWork closely with PMs, BAs, QA teams, DBAs, data stewards, and end-users.
Assist teams in interpreting assessment findings and planning remediation.
Provide guidance to junior developers or analysts on PL/SQL, Oracle tools, and DQA practices.

Ability to understand business rules and convert them into data validations.
Preferred SkillsExposure to Oracle APEX as a modern alternative for legacy Forms migration.
Experience in Oracle Forms and Oracle Reports.
Experience in migrating Oracle Forms to web-based technologies.
Knowledge of UNIX/Linux environments and shell scripting.
Certification in Oracle PL/SQL or Oracle Forms (e.g., Oracle Certified Associate or Oracle Certified Professional).
