Job Description
Responsible for overseeing daily construction activities at oil and gas project sites, ensuring work is completed safely, on schedule, within budget, and in compliance with project specifications and regulatory requirements.
To ensure and control the supervising crews, coordinating contractors, enforcing safety standards, and maintaining quality control throughout all phases of construction.
To ensures safe construction completion, within scope & schedule, within budget, and in compliance with company specifications, international standards, regulatory requirements, and technical standards.
Responsibilities:
- Supervise and coordinate construction activities including civil, structural, mechanical, piping, and electrical works.
- Plan & Monitor site construction performance and ensure work aligns with project plans and specifications.
- Plan daily site activities and allocate manpower, materials, and equipment efficiently.
- Resolve on-site technical issues and escalate major concerns to project management.
- Lead site construction teams, supervisors, and discipline engineers.
- Contractor Management at site and performance management.
- Ensure effective coordination between logistics, QA/QC, HSE, construction, commissioning, and operations.
- Conduct regular site inspections to verify progress, workmanship quality, and compliance with safety requirements.
- Identify construction constraints and implement corrective actions to maintain schedule integrity.
- Manage site logistics including equipment mobilization, material delivery, storage, and laydown areas.
- Lead HSE performance on site and enforce compliance with company and regulatory safety requirements.
- Promote a strong safety culture through visible leadership, audits, and safety campaigns.
- Enforce strict compliance with company HSE policies, OSHA regulations, and local statutory requirements.
- Lead daily toolbox talks, safety briefings, and Job Safety Analysis (JSA) sessions.
- Ensure work permits (Hot Work, Confined Space, Excavation, Lifting, etc.) are properly issued and adhered to.
- Monitor adherence to Permit to Work (PTW) systems.
- Ensure proper use of PPE and safe work practices at all times and compliance to RIL safe practise.
- Report and investigate incidents, near misses, and unsafe conditions.
- Coordinate with HSE officers to conduct audits and inspections.
- Promote a strong safety culture across all site personnel.
- Coordinate inspections with QA/QC engineers and third-party inspectors.
- Verify material certifications, test reports, and compliance documentation.
- Supervise NDT activities, pressure testing, welding inspections, and mechanical completion checks.
- Ensure proper documentation and closure of punch list items.
- Support pre-commissioning and commissioning activities.
- Oversee inspection, testing, and quality documentation.
- Ensure timely closure of punch lists and non-conformance reports (NCRs).
- Review and approve construction schedules, manpower plans, and equipment mobilization.
- Monitor progress, productivity, and cost performance against project baselines.
- Identify potential delays and proactively implement mitigation plans.
- Provide accurate daily, weekly, and monthly progress reports.
- Track manpower utilization and productivity rates.
- Manage EPC/EPCIC contractors and subcontractors to ensure contractual compliance.
- Chair construction progress meetings and coordination workshops.
- Supervise skilled and unskilled labour, foremen, and subcontractor crews.
- Assign tasks and responsibilities according to workforce capability.
- Liaise with project managers, client representatives, consultants, and regulatory authorities.
- Attend coordination meetings and provide construction updates.
Skills and Competencies
- Strong understanding of oil & gas construction practices, sequencing, and modularization.
- Experience with heavy lifting, marine operations, hook-up, and SIMOPS
- Knowledge of construction contracts and execution models (EPC, EPCIC, reimbursable).
- Familiarity with project controls and construction management systems.
- Proven leadership and people management capability.
- Competent in Conflict Management and Crisis Management
- Excellent communication and stakeholder management.
- Resolve conflicts and maintain workforce discipline.
- Promote teamwork and effective communication across disciplines.
Education
Bachelors degree in engineering (Mechanical, Civil, Electrical, or Instrumentation) with consistent academic record.
Professional certifications are an advantage (PMP, NEBOSH, OSHA, or equivalent).
Experience Required
Typically 1215+ years of experience in oil & gas construction.
Extensive experience managing large-scale onshore facilities (plants, refineries, pipelines, terminals).
Strong experience working with EPC contractors, multicultural teams, and international projects.
