Job Overview:

The Lead Business Systems Analyst (Configuration and Testing) is responsible for overseeing the delivery of benefits administration services, including system configuration and structured testing activities. The role combines hands-on expertise with team leadership, ensuring that configurations and validations are executed accurately and consistently, in compliance with client and regulatory requirements.

The Lead serves as the primary quality and delivery owner for the team, managing analysts, driving defect reduction, and ensuring operational readiness within live, regulated benefits administration environments. This is not application development leadership; it is operational delivery leadership embedded within production benefits platforms.


Key Responsibilities and Duties:

  • Analyze complex client and operational requirements related to health and welfare benefit plans, eligibility rules, and enrollment logic, and guide the team in accurate interpretation and execution.
  • Oversee and review system configurations performed by analysts to ensure alignment with documented requirements, client contracts, and regulatory standards.
  • Provide technical direction on configuration design decisions, exception handling, and edge-case scenarios prior to production release.
  • Develop, review, and approve functional and regression test scenarios to validate configurations before deployment.
  • Validate system outputs and data accuracy using reports and queries to ensure consistency between expected and actual results.
  • Review CAT and production defects, validate root cause analyses, and drive corrective and preventive actions to reduce defect recurrence.
  • Lead and manage a team of analysts, including task allocation, performance feedback, and skill development.
  • Monitor delivery quality, SLA adherence, and defect trends, and implement improvements to enhance operational stability.
  • Collaborate with cross-functional teams to manage escalations, align priorities, and ensure timely resolution of issues.
  • Support implementation cycles, Annual Enrollment activities, and ongoing plan changes through structured oversight and governance.


Required Qualifications

  • Bachelors degree in Computer Science or equivalent technical education.
  • 5+ years of experience in health insurance or health and welfare benefits administration.
  • Prior experience managing or leading a team of analysts in a configuration, testing, or operational delivery environment.
  • Strong hands-on experience in configuring enterprise or benefits administration systems.
  • Strong experience in functional testing, UAT validation, and defect management within regulated environments.
  • Advanced understanding of structured testing methodologies and QA lifecycle practices.
  • Proficiency in SQL and data validation techniques to support reconciliation and defect analysis.
  • Strong ability to interpret Business Requirements Documents (BRDs) and guide translation into system configurations and validation scenarios.
  • Experience working in production-oriented environments with a low tolerance for error.
  • Experience with defect-tracking tools such as JIRA or similar systems.
  • Strong analytical, problem-solving, and communication skills.
  • Familiarity with Agile or structured delivery environments.
  • Exposure to automation initiatives, scripting, or quality improvement frameworks.
