Chief Engineer

Department: Engineering & Facilities Location: RECCAA Club


Role Overview


The Chief Engineer is responsible for the overall engineering strategy, maintenance operations, infrastructure reliability, and capital project execution of the RECCAA Club.

The role oversees all technical systems, including guest rooms (34 rooms), HVAC, STP, electrical infrastructure, lifts, plumbing, civil structures, fire, and new facility development. The Chief Engineer ensures operational continuity, statutory compliance, cost efficiency, and successful delivery of expansion and construction projects.

This is a leadership role requiring both strong technical expertise and project management capability.

Key Responsibilities


1. Engineering Operations & Maintenance


Lead and manage the Engineering & Facilities department.

Ensure uninterrupted operation of all engineering systems across the property.

Oversee preventive and corrective maintenance of:

o

Electrical systems, Lifts and power distribution

o

HVAC systems (Split, VRF, centralized systems)

o

STP and water treatment systems

o

Plumbing and drainage systems

o

Pumps, motors, and mechanical equipment

o

Civil structures and building fabric


Monitor backup power systems, panels, earthing, lighting, and safety systems.

Ensure fire safety systems and statutory compliance requirements are fully operational.

Develop and implement preventive maintenance schedules and SOPs.

Maintain accurate maintenance logs, asset registers, compliance records, and inspection reports.

Drive energy efficiency, sustainability initiatives, and cost optimization programs.

Manage AMCs and service contracts for all major equipment and systems.


2. New Construction & Capital Projects


Lead planning and execution of new facilities, expansions, and renovation projects.

Work closely with architects, structural consultants, and MEP consultants from concept to commissioning.

Review architectural drawings, BOQs, engineering designs, and technical specifications.

Provide engineering input to ensure practicality, maintainability, and cost-effectiveness of designs.

Prepare project scopes, technical documentation, and tender specifications.

Invite, evaluate, and compare contractor bids and vendor quotations (technical and commercial analysis).

Conduct rate analysis and recommend contractors/suppliers based on quality, compliance, cost, and timelines.

Supervise on-site construction activities to ensure adherence to approved drawings and quality standards.

Monitor civil, electrical, plumbing, HVAC, and STP installations during project execution.

Approve material samples and ensure quality control standards are met.

Verify and certify contractor bills based on progress and quality compliance.

Ensure projects are completed within approved budgets and timelines.

Oversee testing, commissioning, and final handover of new facilities.

Integrate newly completed assets into maintenance programs.


3. Financial Control


Monitor maintenance costs and control operational expenses.

Conduct cost comparisons for materials and services.

Optimize the lifecycle cost of equipment and infrastructure.



4. Team Leadership & Vendor Management

Lead, mentor, and supervise engineers, technicians, and support staff.

Assign responsibilities and monitor performance.

Build a high-performance maintenance culture.

Coordinate effectively with contractors, consultants, and external agencies.

Act as the technical liaison between management and regulatory authorities.


5. Compliance, Safety & Risk Management

Advise EC about adherence to statutory requirements, safety norms, and local regulations.

Maintain fire safety readiness and emergency response systems.

Implement safe working practices across engineering operations and project sites.

Support inspections and audits by regulatory authorities.

Qualifications & Experience

Degree / Diploma in Mechanical or Civil Engineering.

1015 years of experience in facility management, hospitality, clubs, resorts, or large commercial properties.

Proven experience in both maintenance management and construction/project execution.

Strong knowledge of HVAC, STP, electrical distribution, plumbing, fire safety, and civil works.

Experience in tendering, contractor evaluation, BOQ analysis, and project supervision.

Strong leadership, budgeting, and vendor management skills.

Ability to handle multiple projects and operational responsibilities simultaneously.


Advise EC about adherence to statutory requirements, safety norms, and local regulations.

Maintain fire safety readiness and emergency response systems.

Implement safe working practices across engineering operations and project sites.

Support inspections and audits by regulatory authorities.
