Job Profile- Business Development Manager Roads, Highways & Tunnels

Job Location- Mumbai

Job Summary

The Business Development Manager will be responsible for identifying, developing, and securing business opportunities in Road, Highway, and Tunnel infrastructure projects on an EPC basis. The role involves market intelligence, client relationship management, bid strategy formulation, and coordination with internal teams to ensure successful pre-bid and bid processes.


Roles and Responsibilities


Business Development & Market Intelligence

  • Identify and track upcoming road, highway, bridge, and tunnel projects (NHAI, MoRTH, State PWDs, Metro authorities, PSUs, private developers, etc.).
  • Monitor government tenders, PPP opportunities, and EPC bids at national and state levels.
  • Conduct market research on competitors, pricing trends, and project feasibility.
  • Develop and maintain a strong pipeline of infrastructure projects.

Client & Stakeholder Management

  • Build and maintain relationships with clients, consultants, government authorities, and JV partners.
  • Represent the organization in pre-bid meetings, client discussions, and industry forums.
  • Coordinate with lenders, consultants, and strategic partners for project development.

Bid Management & Strategy

  • Analyze RFQs, RFPs, and tenders to assess technical, commercial, and financial viability.
  • Prepare Go/No-Go proposals in consultation with management.
  • Coordinate with engineering, estimation, planning, legal, and finance teams during bid preparation.
  • Assist in finalizing technical proposals, commercial bids, and EPC contract negotiations.

Internal Coordination & Reporting

  • Work closely with project, engineering, and contracts teams for smooth handover post-award.
  • Prepare periodic reports on business development activities, tender status, and market outlook.
  • Ensure compliance with company policies and tender submission timelines.


Key Skills & Competencies

  • Strong understanding of EPC contracting models, tendering processes, and project lifecycles.
  • Knowledge of road, highway, tunnel, bridge, and underground infrastructure projects.
  • Excellent communication, negotiation, and relationship-building skills.
  • Ability to interpret technical drawings, BOQs, and tender documents.
  • Strategic thinking with strong commercial acumen.




Qualifications & Experience

  • Bachelors degree in Civil Engineering (MBA/PGDM in Marketing or Infrastructure Management preferred).
  • 1015 years of experience in business development within EPC infrastructure companies.
  • Proven track record in securing road, highway, or tunnel EPC projects.
  • Experience dealing with government agencies and large infrastructure clients is essential.

Preferred Experience

  • Exposure to tunnel projects (NATM, TBM, cut-and-cover methods) is an added advantage.
  • Experience in JV formation, consortium bids, and large-value infrastructure tenders.
  • Familiarity with FIDIC/Indian contract conditions.
