Job Description
Role Purpose
The Bid Manager will lead and manage the end-to-end tendering process for government and public sector opportunities. The role requires strong analytical ability, strategic thinking, and leadership to drive high-quality proposal development, solutioning, and competitive bid submissions to maximize win rates. The position demands a high level of intellectual capability (IQ), attention to detail, and the ability to manage a team of high-caliber professionals from Tier-1 academic backgrounds.
Key Responsibilities
Bid & Tender Management
- Manage the complete bid lifecycle including opportunity identification, bid qualification, planning, submission, and post-bid follow-up.
- Review and analyze RFPs, RFQs, EoIs, and government tender documents to assess feasibility and win strategy.
- Ensure timely and compliant submission of techno-commercial proposals across Central/State Government portals (GeM, CPPP, eProcurement, etc.).
Solutioning & Proposal Development
- Lead solution design in coordination with technical, project, finance, and operations teams.
- Develop compelling technical proposals, concept notes, and execution strategies aligned with client requirements.
- Ensure proposals are structured, innovative, and aligned with evaluation criteria to enhance win probability.
- Drive content quality, clarity, and value proposition in all bid submissions.
Government Ecosystem Management
- Work extensively on government projects across ministries, departments, PSUs, and public institutions.
- Maintain strong understanding of government procurement guidelines, compliance requirements, and tender evaluation processes.
- Track upcoming opportunities and maintain a bid pipeline aligned with business priorities.
Team Leadership & Management
- Lead and mentor a team of bid executives/analysts (preferably Tier-1 graduates).
- Allocate responsibilities, review outputs, and ensure high-quality deliverables within timelines.
- Build a high-performance, analytical, and ownership-driven team culture.
Strategic & Analytical Responsibilities
- Develop win strategies based on competitor analysis, pricing intelligence, and technical positioning.
- Coordinate with finance for cost estimation and commercial optimization.
- Maintain bid repository, templates, and knowledge management systems.
- Analyze bid outcomes and implement continuous improvement measures to enhance success rates.
Required Qualifications & Skills
- Bachelors degree from a Tier-1 institute (Engineering, Management, or relevant field); MBA preferred.
- 610 years of experience in Bid Management / Tendering, preferably in Government or Public Sector projects.
- Strong exposure to government procurement processes and portals (GeM, CPPP, State portals, etc.).
- Proven experience in solutioning and technical proposal writing.
- Excellent analytical ability, logical thinking, and high problem-solving capability (high IQ orientation).
- Strong command of written and verbal communication.
- Ability to work under tight deadlines and manage multiple bids simultaneously.
- Strong stakeholder management and cross-functional coordination skills.
Preferred Experience
- Experience in sectors such as Civil Infrastructure, Experiential Projects, or Technology Solutions.
- Exposure to large-value government tenders and consortium bidding.
- Understanding of costing, BOQ, and commercial structuring.
