Role Description:


The AVP Procurement (SCM) will build and lead a modern procurement organization from the ground up for a multi-site Facility & Asset Management business. The role combines greenfield function design, sustainable procurement strategy, and people leadership to deliver cost leadership, risk control, compliance, and service excellence across categoriesHard Services

(MEP/HVAC/Electrical/Fire/etc.), Soft Services (HK/Security/Waste/Horticulture/Events/etc.),

Utilities/Consumables/Chemicals, Projects/Refurbishments/Spares/Capex/etc.This leader sets the operating model, policies, digital tools, supplier ecosystem, and governance that make procurement an engine for value creation, ESG impact, and client satisfaction.


Key Responsibility Areas:


Build the Procurement Function :

  • Define the Procurement Operating Model (POM): org structure, roles, RACI, buying channels, and category ownership.
  • Establish policies, SOPs, and governance for end-to-end procurement: sourcing, contracting, ordering, receiving, payments, and audits.
  • Implement digital enablement (ERP/e-tendering, e-RFx, contracts repository, supplier master, dashboards, approval workflows).
  • Stand up controls for segregation of duties, compliance, threshold approvals, and audit-ready documentation.
  • Create a category taxonomy and a standardized item master & catalogs for pan-India/site-level operations.


Sustainable Procurement & ESG :

  • Launch a Sustainable Procurement Framework: supplier code of conduct, ethical sourcing, human rights and safety compliance, and anti-bribery standards.
  • Integrate ESG criteria and evaluations (energy-efficient equipment, recyclable/low-VOC materials, green chemicals, waste minimization).
  • Develop supplier sustainability scorecards, track Scope-3-linked impacts where relevant, and embed life-cycle costing (LCC) in capex decisions.
  • Drive circular procurement initiatives (repair/refurbish/reuse programs, take-back schemes with OEMs).
  • Publish annual sustainability metrics for procurement (e.g., % sustainable spend, green vendor penetration, carbon-aware logistics options)


Category Strategy, Sourcing & Commercial Excellence :

  • Build category strategies with cost models, market intelligence, and demand forecasts aligned to maintenance plans and project pipelines.
  • Lead e-sourcing (e-RFx/e-Auctions) and negotiate high-value contracts (AMC/CMC, manpower/service, MRO, capex, logistics).
  • Consolidate vendors where beneficial while maintaining business continuity and regional coverage.
  • Institutionalize TCO/LCC decisioning, should-cost models, and benchmarking for key categories.
  • Ensure contract quality: SLA/KPI rigor, penalty/bonus mechanisms, risk and indemnity clauses, and clear SOW.


Supplier Ecosystem & Risk Governance :

  • Build a tiered supplier ecosystem (OEMs, national partners, critical regional specialists) with empanelment, audits, and compliance screening.
  • Establish supplier performance management (scorecards, QBRs, corrective actions, development plans).
  • Set up supply risk registers (single-source, lead-time, capacity, financial, EHS/labour compliance) and mitigation plans.
  • Implement rapid-response frameworks for outages, urgent repairs, and disaster recovery sourcing.


Team Building & Leadership :

  • Hire, mentor, and develop a high-performing procurement team (category managers, buyers, analyst, vendor governance).
  • Define competency models, capability roadmaps, and incentive structures tied to savings, service levels, and ESG outcomes.
  • Build a partnering culture with Operations, Projects, Finance, EHS, Legal, and Sales/Bid teams; run stakeholder councils and SLAs


Process Excellence, Controls & Analytics :

  • Drive cycle-time reduction, right-first-time POs, and on-time, in-full (OTIF) fulfillment metrics across sites.
  • Deploy analytics dashboards for spend, savings, compliance, supplier risk, and sustainability metrics.
  • Ensure statutory & policy compliance (labour, EHS, GST, data privacy), and maintain audit-ready records.
  • Lead continuous improvement (Lean/Six Sigma), and manage change across the business



Must Have Requirements:


Qualification & Experience:


  • Experience: 1218+ years in Procurement/SCM with at least 5 years in
  • Facility & Asset Management, IFM, Infrastructure Services, or Technical
  • Services environments; proven track record of function setup or large-scale transformation.
  • Education: Bachelors in Engineering/Commerce/Business; MBA/PGDM in
  • Supply Chain/Operations/Finance preferred.
  • Certifications (preferred): CIPS/CPSM/CSCP, Lean/Six Sigma;
  • ESG/Sustainable Procurement certifications are a plus.
  • Tools: Hands-on with ERP/e-procurement (SAP/Oracle/Ariba/Coupa/Zoho or similar), e-RFx/e-Auction tools, and analytics dashboards (Power BI/Tableau).
