Job Summary


We are seeking a visionary and experienced Product Manager with 18+ years of US Healthcare Experience to lead Payer/Provider Interoperability initiatives. This pivotal role is responsible for defining and executing the strategic roadmap for our interoperability solutions, ensuring seamless data exchange, and driving measurable business outcomes across Highmark Health. The Product Manager will act as a strategic product leader, prioritization owner, and decision-maker on value sequencing, collaborating extensively with engineering, business stakeholders, and external partners to deliver a unified and efficient interoperability ecosystem.


Key Responsibilities

  • Strategic Product Leadership & Vision:
  • Define and champion the strategic vision and roadmap for the "Command Center Strategy & Connector" pillar, aligning with Highmark's "Know Me" "Guide Me" vision and payer/provider interoperability North Star.
  • Serve as a strategic product leader, making informed decisions that shape the future of interoperability within the organization.
  • Contribute to the overall Payer/Provider Interoperability Product Management Model, focusing on value-based outcomes.
  • Command Center & Data Flow Strategy:
  • Develop and manage the strategy for the Command Center, which acts as the control plane to route, monitor, and govern real-time data exchange across the ecosystem.
  • Cross-functional Orchestration & Collaboration:
  • Facilitate discussions and ensure alignment across diverse internal teams, including engineering, product teams for other pillars (e.g., Access & Regulatory Exchange, Provider Data Exchange, Point-of-Care Decision Support, Pharmacy Data Exchange & Enablement, Operational & Admin Experience), and business stakeholders (e.g., RAAM, HEDIS, Case Management).
  • Act as an orchestrator of reusable solutions, identifying opportunities for synergy and efficiency across product lines.
  • Partner with external vendors and partners to ensure successful integration and data exchange.
  • Outcome-Driven Prioritization & Roadmap:
  • Own the prioritization process for the Command Center backlog, ensuring initiatives are sequenced based on business value, provider impact, scalability, and regulatory alignment.
  • Quantify impact and drive cross-functional decisions to maximize measurable business outcomes (claims throughput, risk accuracy, admin/medical cost reduction, member experience, health outcomes).
  • Transition the team's focus from merely moving work through the system to shaping how the system operates for value creation.
  • Market Research & Innovation:
  • Conduct market research and stakeholder engagement to identify emerging trends, data gaps, and new opportunities for data acquisition and interoperability.
  • Propose and champion new solutions and initiatives to drive continuous improvement in data completeness, quality, and scalability.
  • Mentorship & Team Development:
  • Provide guidance and mentorship to less experienced product managers and business analysts within the interoperability domain. (This is inferred from a Senior PDM role's typical responsibilities).


Required Qualifications (Must Have)

  • Extensive Product Management Experience:
  • Proven experience (2+ years) in a Product Manager role, preferably within the healthcare technology or payer space.
  • Demonstrated ability to own and drive product strategy from conception to launch and optimization.
  • Strategic & Outcome-Oriented Thinking:
  • Strong ability to define a clear product vision, build strategic roadmaps, and align initiatives with measurable business outcomes.
  • Experience in value-based product prioritization and decision-making.
  • Healthcare Interoperability & Data Exchange Domain Expertise:
  • Deep understanding of healthcare data standards (e.g., FHIR, HL7, CCD), EMR systems (Epic and non-Epic), and data exchange methodologies.
  • Familiarity with the challenges and opportunities in payer/provider interoperability.
  • Exceptional Communication & Influence Skills:
  • Superior verbal and written communication skills, with the ability to articulate complex technical and business concepts to diverse audiences (executives, technical teams, external partners).
  • Proven ability to influence stakeholders at all levels without direct authority.
  • Leadership & Cross-Functional Collaboration:
  • Experience leading cross-functional teams (including engineering, design, and other product areas) to deliver complex technical products.
  • Demonstrated ability to facilitate discussions, build consensus, and resolve conflicts.
  • Analytical & Problem-Solving Acumen:
  • Strong analytical skills to interpret data, identify trends, and make data-driven decisions.
  • Ability to assess complex problems and develop innovative solutions.


Preferred / Nice-to-Have Qualifications

  • Experience with Agile product development methodologies.
  • Familiarity with Highmark Health's specific EMR landscape and internal systems.
  • Background in software engineering or data architecture.
