*Role Overview*

We are seeking a skilled Procurement & PPP Specialist with strong experience in managing RFP processes, Concession Agreements, and Public-Private Partnership (PPP) projects, particularly for large-scale infrastructure and urban development initiatives.

The role will support the complete procurement lifecycle from PPP structuring and bid documentation to Concession Agreement preparation and contract finalization.

*Key Responsibilities*

Lead end-to-end procurement processes, including preparation of:

RFPs and Concession Agreements, among other bid documents

Evaluation criteria, scoring frameworks, and procurement reports

Prepare, draft, and support negotiation of Concession Agreements and other PPP contractual documents

Support PPP project structuring, risk allocation, and commercial frameworks

Coordinate with government authorities, advisors, and private sector stakeholders

Ensure compliance with PPP policies, procurement rules, and regulatory frameworks

Assist in technical and financial bid evaluations

Support post-award contract management as required

Desired Experience

56 years of experience in infrastructure procurement and PPP projects

Hands-on experience in preparation and drafting of Concession Agreements for PPP projects

Strong exposure to large-scale PPP infrastructure initiatives (transport, urban services, utilities, smart cities, etc.)

Proven capability in RFP development, bid process management, and contract finalization

Familiarity with government procurement frameworks and PPP policies

Preferred Qualifications

Masters in Urban Planning (M.Plan), Infrastructure Planning/Management, Transport Planning, Public Policy (Infrastructure-focused) OR economic disciplines related to infrastructure development
