Organization - Marine Services', Shipping Solutions

Role Purpose

The role is responsible for providing independent, owner-side technical oversight of vessels managed by third-party ship management companies. It ensures transparency in cost structures, consistency in technical standards, and effective monitoring of fleet performance.

As the internal technical authority, the position will support informed decision-making, enhance operational efficiency, and contribute to the long-term development and expansion of the fleet. The role also plays a critical part in optimizing operating expenditure and overseeing major technical activities such as dry docking and repairs.

Key Responsibilities

Technical Oversight & Governance

• Act as the owners representative for all technical matters related to the fleet
• Review and validate technical decisions made by third-party ship managers
• Ensure adherence to standardized technical practices and industry benchmarks
• Incident investigation & root cause analysis

Cost Control & Financial Oversight

• Monitor vessel operating expenses, including maintenance and repair costs
• Review and critically assess budgets submitted by ship managers
• Identify opportunities for cost optimization and efficiency improvements

Performance Monitoring

• Track vessel performance, including uptime, reliability, and downtime metrics
• Evaluate ship manager performance against defined KPIs and SLAs
• Drive corrective actions and continuous improvement initiatives

Dry Docking & Major Repairs

• Plan, review, and oversee dry docking and major repair activities
• Validate scope of work, budgets, and execution timelines
• Ensure delivery within agreed cost, quality, and schedule parameters

Inspections & Compliance

• Conduct vessel inspections and technical audits as required
• Ensure compliance with international maritime regulations, classification societies, and flag state requirements
• Provide independent technical evaluations and reports

Vendor & Stakeholder Management

• Interface with ship managers, shipyards, classification societies, and technical vendors
• Support vendor evaluation, selection, and contract reviews
• Act as the primary technical point of contact for internal and external stakeholders

Strategic & Organizational Development

• Contribute to the development of in-house technical management capabilities
• Support fleet expansion initiatives and technical planning activities
• Assist in building and mentoring future technical team members

Key Performance Indicators (KPIs)

• Effective control and optimization of vessel operating expenses
• Improvement in vessel uptime, reliability, and operational performance
• Successful execution of dry docking within approved budgets and timelines
• Standardization of technical practices across the fleet
• Measurable performance improvement of third-party ship managers

Qualifications & Experience

• Bachelors degree in marine engineering, naval architecture, or a related discipline
• Class, I Certificate of Competency (Motor)
• Minimum 3-5 years as Chief Engineer and 5 years of relevant experience in ship management, technical operations
• LNG / DF vessel handling experience would be added advantage.
• Experience with container vessels is highly desirable
• Prior experience within an owners technical team or a ship management organization

Technical Competencies

• Strong understanding of vessel maintenance and repair management
• Proven experience in dry docking planning and cost control
• Sound knowledge of international maritime regulations, including SOLAS, MARPOL, and Class/Flag State requirements
• Experience in budgeting, vendor management, and technical audits

Core Skills

• Strong analytical and problem-solving capabilities
• Effective stakeholder management and communication skills
• Ability to operate independently and provide objective technical judgment
